British Broadcasting Corporation Gaza Programme Deemed a 'Serious' Infringement of Media Rules, Declares UK Media Regulator

The British broadcaster engaged in a "major breach" of industry standards by failing to disclose that the voice of a film about the Gaza conflict was the child of a Hamas administrator, as ruled by British broadcasting authority Ofcom.

An investigation by Ofcom into the programme Gaza: How to Survive a Warzone has determined that the documentary was "significantly deceptive".

The chief executive of the broadcaster had already issued an apology, noting there had been "a serious error in relation to truthfulness".

Ofcom has directed the broadcaster to transmit a peak-time declaration about its findings.

"Since this amounts to a major infringement of our rules, we are directing the corporation to transmit a statement of our determinations against it on the BBC's second channel at 9pm, with a date to be finalised," the statement read.

'Potential to Undermine Confidence'

The regulator's report declared: "Our probe found that the documentary's lack of disclosure that the narrator's male guardian served in a role in the Hamas-run authority was significantly deceptive.

"It meant that the public did not have critical information which may have been extremely pertinent to their assessment of the narrator and the content he provided.

"Credibility is at the core of the connection between a broadcaster and its public, particularly for a public service broadcaster such as the public broadcaster.

"This error had the risk to erode the significantly high levels of trust that the public would have placed in a documentary produced by the BBC about the conflict in Gaza."

The documentary was withdrawn from the online platform in last February after the presenter's familial connections were revealed, and in the month of July an internal BBC review found it infringed the corporation's editorial guidelines on truthfulness.

A BBC spokesperson said: "The regulator's decision is in accordance with the findings of the corporation's inquiry, that there was a significant failing in the documentary in relation to the BBC's Editorial Guidelines on accuracy, which reflects clause 2.2 of Ofcom's Broadcasting Code.

"We issued an apology for this and we comply with Ofcom's decision in full. We will adhere to the penalty as soon as the date and language are determined."
